You never know what you will find when you read New Orleans city ordinances. I am looking this up because I know somebody who wants to open a glue bar. What could be the harm in that? Naturally, City Hall wants to get in the way:

ARTICLE II. - MODEL GLUE

Sec. 102-36. - Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Model glue means any glue or cement of the type commonly used in the building of model airplanes, boats and automobiles, and which contains one or more of the following volatile solvents:

Acetone

Amylacetate
(3)
Benzol or benzene
(4)
Butyl acetate
(5)
Butyl alcohol
(6)
Carbon tetrachloride
(7)
Chloroform
(8)
Cyclohexanone
(9)
Ethanol or ethyl alcohol

Ethyl acetate
(11)
Hexane
(12)
Isopropanol or isopropyl alcohol
(13)
Isopropyl acetate
(14)
Methyl “cellosolve” acetate
(15)
Methyl ethyl ketone
(16)
Methyl isobutyl ketone

Toluol or toluene

Trichloroethylene

Tricresyl phosphate

It shall be unlawful for any person to intentionally smell or inhale the fumes of any type of model glue, or to induce any other person to do so, for the purpose of causing a condition of, or inducing symptoms of intoxication, elation, euphoria, dizziness, excitement, irrational behavior, exhilaration, paralysis, stupefaction or dulling of the senses or nervous system, or for the purpose of, in any manner, changing, distorting or disturbing the audio, visual or mental processes; provided, however, that this section shall not apply to the inhalation of any anesthesia for medical or dental purposes.

It shall be unlawful for any person to intentionally possess any type of model glue for the purpose of using the same in the manner prohibited by section 102-37.

It shall be unlawful for any person to intentionally possess, buy, sell or otherwise transfer any type of model glue for the purpose of inducing or aiding any other person to violate the provisions of sections 102-37 and 102-38.

It shall be unlawful for any person to sell any type of model glue to a minor for any reason whatsoever.

It shall be unlawful for any wholesaler of merchandise to sell or transfer any quantity of model glue to any person whatsoever, who is not, or does not represent, a recognized bona fide retail dealer in merchandise customarily handling such product in the ordinary course of his or its business at a fixed location. If any such prohibited sale is made by any wholesaler, it shall constitute prima facie evidence of an intent to violate the provisions of this article.
(Code 1956, § 18-20)Sec. 102-42. - Sale limited to bona fide retailers; limitation on quantity to be sold.
(a)
It shall be unlawful for any person to engage in the retail sale of model glue unless such person is a recognized bona fide retail dealer (at a fixed location) in merchandise, customarily handling such product in the ordinary course of his business.
(b)
It shall be unlawful for any bona fide recognized retail dealer, as defined in subsection (a) of this section, to sell more than one tube, or other minimum sized container, of model glue to any one customer within any 24-hour period; provided, that the provisions of this subsection do not apply to the sale of model glue together with a hobby or model kit.
(c)
It shall be unlawful for any bona fide recognized retail dealer to keep, maintain or prominently display in his business establishment any stock or supply of model glue in such manner or place as to make the same accessible to customers, or other members of the public, without actually receiving the same directly from the retailer, or his bona fide authorized representative.

(a)
Any person found guilty of violating sections 102-39, 102-40, 102-41, or 102-42 shall be punished by a mandatory fine of $100.00 and by mandatory imprisonment for 90 days for each such offense.
(b)
Any person found guilty of violating the provisions of any other section of this article shall be punished by a fine of not more than $100.00, or imprisonment for not more than 90 days, or by both such fine and imprisonment for each such offense.
